I have found a source of 1/20th scale horses; made by Schleich & Co, who have a reasonably comprehensive range, These are the first three that I have bought. They have been slightly re- painted.
The new Shire Horses and foal, are shown here with some of the 'locals' the two figures sitting on the half barrels being made by 'Fine Folks' ; as is the standing figure at the rear with the brown slightly battered stetson.
The nearest standing figure is of Otto Mears, the pathfinder of the San Juans (mountains in Colorado - he built and ran a series of toll roads and then the Rio Grande Southern Railroad He was only 5ft 2inches tall. The other figure in the cream boater is from the Prieser range.
The horses are made from a stiff solid rubber and come pre-painted; I have added to their colour with a couple of coats of Chestnut or dark brown drawing ink (leave to dry overnight), this will give them a rich sheen. I have also added some warm white paint around the lower edge of the legs and face. This way your superb looking Shire Horses can be customised to your own requirements. I will be buying more of these horses.
